About Public Works

The Directorate of Public Works (DPW) is one of the key technical departments within the district. It plays a critical role in the planning, design, construction, supervision, and maintenance of public infrastructure and services that support local development.

At the Council level, the Directorate ensures that infrastructure investments—such as roads, bridges, buildings, water supply systems, and sanitation facilities—are sustainable, safe, climate-resilient, and responsive to community needs.

Public Works serves as the technical arm of the Council responsible for implementing government and donor-funded infrastructure projects under programs such as DDF, GESD, RCRP, PRIDE, TRADE, AGCOM ect.

Its operations are guided by national policies such as the Public Roads Act, Local Government Act, Environmental Management Act, and Construction Industry Regulatory Authority, among others.

Core Functions

    1. Preparation of technical designs, drawings, and Bills of Quantities (BoQs) for Council infrastructure projects.
    2. Conducting feasibility studies and ensuring designs comply with national standards and environmental safeguards.
    3. Integration of climate-resilient and green building principles in project planning and implementation.
    1. Supervising construction works to ensure adherence to specifications, quality standards, and timelines.
    2. Managing procurement processes for works, including contract documentation and performance monitoring.
    3. Certifying works completion and processing contractor payments.
    1. Routine and periodic maintenance of Council buildings, roads, bridges, water points, drainage structures, and other assets.
    2. Developing maintenance schedules and budgets to ensure infrastructure longevity.
    1. Ensuring Environmental and Social Management Plans (ESMPs) are implemented during project execution.
    2. Promoting the use of climate-smart infrastructure designs that withstand floods, heat, and erosion.
    1. Designing and supervising construction of water supply systems, boreholes, sanitation facilities, and drainage systems.
    2. Supporting community-based water management and sustainability initiatives.
    1. Overseeing building standards and issuing approvals for public and private developments in line with Council by-laws.
    2. Conducting inspections to ensure safety and structural soundness of public buildings.
    1. Maintaining an updated inventory of all Council infrastructure assets.
    2. Preparing progress reports, technical evaluations, and infrastructure condition assessments.
    1. Providing technical advice to the Council, District Executive Committee (DEC), and communities on public works matters.
    2. Coordinating with sector departments, NGOs, and development partners on infrastructure projects.
    1. Incorporating disaster resilience in infrastructure planning and rehabilitation of damaged assets.
    2. Supporting emergency response works (e.g., repairing roads, bridges, and drainage after floods).
